INTRODUCTION
Human rights are the rights possessed by all persons, by virtue of their common humanity, to live a life of freedom and dignity. Human rights are universal – they are the same for everyone, everywhere. They are inalienable – they can neither be taken away, nor given up. And they are indivisible – there is no hierarchy among rights, and no right can be suppressed in order to promote another right.
On 10 December 1948, the United Nations General Assembly adopted and proclaimed the Universal Declaration of Human Rights as the common standard of achievement for all peoples and all nations. All of us have a responsibility to understand human rights and to support the efforts that ensure dignity and rights for all people.
Since 1998*, the United Nations Award in Malaysia initiated under the Resident Coordinator System has recognised the outstanding contributions of individuals and organisations in the country to issues of human rights, social justice and equality.
In 2011, the nomination for the Award will for the first time be open to the public. This year’s theme is “Human Rights and Development” to draw attention to human rights efforts in Malaysia that help to promote and protect the rights of the most vulnerable and marginalised to overcome poverty, exclusion and discrimination.
*No awards were given in 2006, 2008 and 2009.
OBJECTIVES
§ To give recognition to the valuable contributions made by an individual or organisation for outstanding contribution to the promotion and protection of human rights embodied in the Universal Declaration of Human Rights and in other United Nations human rights instruments.
§ To encourage public and business participation in the promotion and protection of human rights in development in Malaysia.
§ To identify and promote the best of these as models of good practice.
NOMINEE’S SCOPE OF WORK
Based on the Work Plan of the Human Rights Theme Group for 2011, the Nominee’s scope of work should cover any one or more of the following areas:
§ Promoting equal opportunity and enhancing the rights of vulnerable and marginalised populations such as women, children, indigenous peoples, migrants and refugees, and people with a disabilities by establishing more common ground between human rights and the inclusive and equitable growth economic agenda, especially:
§ Efforts to address situation of persons at risk of statelessness
§ Promoting the rights of the Indigenous Peoples
§ Support for Anti-trafficking efforts in Malaysia
§ Promoting human rights and development, good governance, social security and education; or collective rights, such as the right to work, development and self-determination.
The work may have been carried out at community, local or national levels.
ELIGIBILITY
§ An individual who is a Malaysian citizen or an organisation registered in Malaysia. An individual or organisation cannot nominate themselves. Nominations MUST be made by a third party. Nominees who nominate themselves for the Award will be disqualified.
§ Contributions by the nominee must have been made during the past ten years.
THE JUDGES’ CRITERIA
Nominations will be judged based on:
§ A clear rationale for the nominee’s involvement in work revolving around human rights and development.
§ Evaluation of the benefits for the targeted community.
§ Evidence for serious and long term commitment of the work.
§ Attempts to share the benefits of learning with other groups.
§ Potential for the Award to strengthen the nominee’s work, enhance visibility and public awareness of the issue addressed by the nominee; and to attract additional resources and partnerships for the advancement of the nominee’s work on human rights and development.
IMPORTANT:
§ If the nomination is for an individual, special consideration will be given for efforts that are self-initiated as compared to that which has been directed by an NGO, agency or the Government.
§ Focus will be given to achievements in the specified time period of the last ten years. However, in the event of a tie, consideration and weightage may be given for the quality and sustainability of the nominees human rights efforts.

IMPORTANT:
The Award will ONLY be presented to a nominee for work that meets the above criteria and considered by the Panel of Judges as outstanding. No Award will be presented should the Judges feel there is no nomination that is eligible.
HOW TO MAKE A NOMINATION
All Nominations submitted to UN Malaysia must include the following:
§ One copy of the Official Entry Form, duly completed. Click here to download the UN Award 2011 Nomination Form
§ Rationale outlining salient points as to why the nominee should be considered as a potential recipient for the Award. The rationale should be no longer than two A-4 size pages. Nominations without a rationale will be immediately disqualified for review.
