In 2011, Parliamentary Assembly of the Council, asked for a clear framework on youth rights. This framework was discussed at the 9th Ministerial Conference by the youth ministers, which took place in St. Petersburg. The issue of youth rights was on the European political agenda. However, the Conference was unable to reach an agreement. Despite protests of the youth leaders present at the conference, the topic was dropped from the political agenda and the Conference considered as a failure.
We want this topic to be on the agenda again. Now it is the time for us to act. We are firmly convinced that unhindered access of young people to fundamental rights is an essential element in building a culture of human rights, democracy and the rule of law, and we are concerned that youth policies in the Council of Europe Member States do not sufficiently safeguard these rights.
We are asking for a position to be taken by the Council of Ministers in order to improve young people’s access to rights, prevent the violations of these rights, and to empower young people in accessing their rights. To do this, we need the discussion of a Legal Framework for Young Peoples rights to come back to the Council of Europe.
Today the situation of young people in Europe is getting worse all the time, this is a threat to our whole generation!
